Chief Minister of Andhra Pradesh YS Jagan Mohan Reddy has launched the ‘Nadu-Nedu’ programme which seeks to transform government schools into vibrant and competitive institutions. The programme is set to turn a new leaf over education sector and will provide opportunities to weaker sections and underprivileged.

Objective:

To transform all government schools with required infrastructure and up-gradation of skills besides setting up of English labs in addition to providing basic amenities such as clean environs, running water, furniture, compound wall, blackboard, toilets, renovation and involve parent committee.This scheme is implemented in phases wise . At each phase the education standards , student attendance and quality education are given importance.
Phase 1: In first phase, the scheme will be implemented in 15,715 schools and will cover all schools in three years’ time. The scheme has a budget of Rs.12,000 crores and for the first year, Rs.3,500 crores will be spent for the development of infrastructure.

Under the programme English medium will be introduced in Classes 1 to 6. Andhra Pradesh Chief Minister highlighted that many people benefit from switching to English language from Telugu. He also stated that the decision was taken after due consideration and visualizing what our future generation requires in new age of Artificial Intelligence(AI) and Robotics.

The 2011 census revealed that Andhra Pradesh’s illiteracy rate is 33% and thus to uplift marginalised sections the state have to take bold decisions such as switching over to English medium. English medium schools are needed to prepare the future generation of students to boldly face and meet up requirements of highly dynamic and technology-driven world.

Thus , to develop the state level education system ,the ‘nadu nedu’ scheme is being implemented .Besides ‘nadu nedu’ scheme , the ‘amma vodi’ scheme and a skill development university will be set up and under its umbrella, all 25 Skill Development Centres (SDC) will function to have an interface with education and industry.

PARALLEL CENTRAL LEVEL SCHEMES :

Central government is also implementing different schemes to develop the Education system in India and also to increase the literacy standards of students and Indian youth.Some of them are as follows :

1).

The Central Government has launched an integrated scheme for school education named as Samagra Shiksha, w.e.f. 2018-19 which subsumes the three erstwhile Centrally Sponsored schemes of school education i.e Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), and Centrally Sponsored Scheme on Teacher Education (CSSTE).

The common objectives of all these schemes were to enhance access, to promote equity through the inclusion of disadvantaged groups and weaker sections and to improve the quality of education. The new integrated scheme envisages school education as a continuum from pre-school to senior secondary level and aims to ensure inclusive and equitable quality education at all levels.

Government of India has decided to participate in the programme for International Students Assessment (PISA) to be conducted by the Organization for Economic Cooperation and Development (OECD) in 2021.

PISA is a competency based assessment which unlike content based assessment, measures the extent to which students have acquired key competencies that are essential for full participation in modern societies.

Learnings from participation in PISA help to introduce competency based examination reforms in the school system and help move away from rote learning. The Central Board of Secondary Education (CBSE) and NCERT are a part of the process and activities leading to the actual test.

The Government has launched Rashtriya Aavishkar Abhiyan (RAA) programme on 09.07.2015, to motivate and engage children of the age group of 6-18 years in science, mathematics and technology through observation, experimentation, inference drawing, model building, etc. both through inside and outside classroom activities.

The Central Government also supports states and UTs on early grade reading, writing and comprehension, and early mathematics programmes through a sub-programme namely ‘Padhe Bharat Badhe Bharat’ (PBBB) in foundational years of schooling.

Along  with the above mentioned schemes there are many other central schemes which are aiming at digitalisation of education , economic upliftment of  parents and quality training to teachers etc… namely : e- PATHSHALA  , SWAYAM (Study Webs of Active learning for Young Aspiring Minds) , National Achievement Survey (NAS) etc…

Both state governments and central government are taking necessary steps to develop systematic , practical or realistic and professional education in India through  the Central rules to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 which has been amended to include reference on class-wise, subject-wise learning outcomes. The learning outcomes for each class in languages (Hindi, English and Urdu), mathematics, environmental studies, science and social science up to the elementary stage have, accordingly, been finalized and shared with all states and UTs. These would serve as a guideline for state and UTs to ensure that all children acquire appropriate learning level.
